In addition, the Agency will also coordinate substance evaluation by authorities to investigate chemicals with perceived risks. Assessment may be used later to prepare proposals for restrictions or authorization.</td> </tr> <tr> <td align="left" valign="top" class="h17"><p><span class="wenzi">Authorization and Restriction</span><br/> For Substances of Very High Concern (SVHC) will be subjected to authorization, listed candidate substances for authorization will be produced by the Agency. Applicants will have to demonstrate that risks associated with uses of these substances are adequately controlled or the socio-economic benefits of their uses outweigh the risks.<br/> While, restrictions provide a brief procedure to regulate that the manufacture, placing on the market or use of certain dangerous substances shall be either subject to conditions or prohibited. During that period, all manufactures and importers of phase-in-substances in quantities of 1 tonne or more per year and producers / importers of articles containing substance(s) intended to be released in quantities of 1 tonne or more per year had the possibility to inform ECHA about which substances they intended to register. Companies took this opportunity were granted extended registration deadlines for their substances. Without pre-registration, substances need to be registered before they are manufactured in the Community or placed on the market. Companies that manufacture substances formulate preparations or produce articles outside the European Community could not pre-register as they had no obligations under REACH.
